Cindy immigrated to Washington State in 1969 from Korea via Brunei and Manila, growing up in rural Thurston and small town Lewis Counties. They have lived and worked in, and raised their three children in north King and south Snohomish Counties since 1976. Cindy received a Bachelor of Science in microbiology and an MBA in operations management from the University of Washington, Seattle.Cindy chairs the Technology, Economic Development and Veterans Committee, with jurisdiction over AI, tourism, under-represented communities, disaster preparedness and response, community resilience, broadband, and telecommunications. She also serves on Appropriations and Consumer Protection &amp; Business committees.<h4>Breaking Barriers and Leading the Charge</h4>While a Shoreline City Councilmember, Cindy served as Mayor, becoming the first Korean American woman mayor in America. In Shoreline, she served as President of both the Shoreline Chamber of Commerce and its Dollars For Scholars Chapter, helped improve numerous public parks, build its first City Hall and create Shoreline’s Green Business Program. In 2024-2025, Cindy is serving as President of Pacific Northwest Economic Region, bringing policy makers and industry together from 5 northwest states and 5 western Canadian provinces and territories.

Public education shaped my life. My parents came to Washington from South Korea seeking stability and the promise of a quality education for their children, an opportunity I was proud to receive through our public schools. Now, as a parent of children who attended Edmonds and Shoreline schools, I’m committed to making sure every student has that same chance.I have been a consistent champion for fully funding public education in Washington, recognizing that strong schools are the foundation of opportunity for every child and a valuable took for upward socioeconomic mobility. Throughout my time in the legislature, I have supported investments that reduce class sizes, expand access to early learning, and ensure schools have the resources they need to serve every student.I believe that paying teachers and school staff fair wages with strong benefits not only respects their profession but also creates a stable, supportive classroom environment where students can thrive. By investing in our educators, I will continue to work to ensure every school is staffed with experienced, dedicated professionals who help every student reach their full potential.This session, I cosponsored legislation that establishes a dedicated “Pre-K Promise Account,” helping expand and sustain funding for early childhood education programs serving Washington’s youngest learners. I also in favor of <a href="https://app.leg.wa.gov/billsummary?BillNumber=2594&amp;Year=2026&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 2594</a>, which ensures that unhoused children in Washington have equal access to free, high-quality public education.I believe that access to a fully funded and fully staffed public education system is the right of all students, regardless of income, background, or ZIP code. Every child deserves a chance to succeed and I will keep raising my voice in the Senate to make sure our public schools deliver that promise.

I’ve spent my career fighting for fully funded public schools, because I believe every child deserves a high-quality education. From supporting smaller class sizes and early learning programs to paying teachers and staff fairly, I’ve worked to ensure every student has the resources and opportunities they need to succeed.

Fully Funding Education

I am proud to have helped Washington and the 32nd Legislative District focus on equity, treating it as a core value rather than a four-letter word. Social justice is a principle that Washingtonians hold dear, and one that I have championed throughout my career. As an immigrant myself, I understand the importance of lifting the collective voice of communities that have historically been excluded from decision-making. The effects of institutionalized racism are still felt across this state and I have worked tirelessly to create opportunities and improve the lives of all residents, regardless of skin color or income, so that we can all rise together.I was a cosponsor of the Historic Covenant Homeownership Expansion bill (HB 1696), a law that addresses racial disparities in homeownership among BIPOC communities. Signed in April 2025, this law provides down payment and closing cost assistance, especially to those affected by historically discriminatory housing laws. It also creates programs that allow some lower income families to have their home loans fully forgiven after 5 years - helping increase familial wealth and increase equitable homeownership.I served as chairperson overseeing the passage of the Community Reinvestment Act (<a href="https://app.leg.wa.gov/billsummary?BillNumber=2523&amp;Year=2025&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 2523</a>), guiding it through both policy and appropriation committees and onto the House floor. Gov. Ferguson signed this bill into law, allocating $50 million for community based non-profits to increase employment pathways, provide mentorship and counseling, and reduce correctional recidivism.

I’ve dedicated my career to advancing equity and opportunity in Washington, empowering communities that have long been left out and ensuring every resident has the tools to succeed.

Closing Equity Gaps

In the state legislature, I co-sponsored the Clean Fuels Act (<a href="http://app.leg.wa.gov/billsummary?Year=2021&amp;BillNumber=1091#:~:text=HB%201091%20-%202021-22,carbon%20intensity%20of%20transportation%20fuel." target="_blank" rel="noopener noreferrer">HB 1091</a>) and supported the package of bills that constituted the Climate Commitment Act (CCA). The CCA establishes a cap on greenhouse gas emissions and drives reductions toward a 95% decrease by 2050.I also advocated for legislation (<a href="https://app.leg.wa.gov/billsummary?BillNumber=1924&amp;Year=2023&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 1924</a>) to integrate fusion energy into our State Energy Strategy to reduce our state's carbon emissions and increase the stability of our power grid. As Mayor of Shoreline, I led the city in becoming the first to implement green garbage and compost pickup. I also launched a green business program that included compost services, reducing harmful waste, protecting the environment, and saving utility payers from steep increases in solid waste fees.I also led the effort to implement complete street designs that combine roadway safety with city beautification while addressing the environmental impacts of roadway traffic and sewage.

We must protect our planet from climate change and safeguard the future for generations to come. I am committed to advancing renewable energy and growing Washington’s workforce in the green energy sector.

I have been a lifelong advocate of strengthening citizens’ rights against predatory corporate practices. In recent legislative sessions, I championed legislation signed into law that protects consumers from unclear and delayed ambulance billing (<a href="https://app.leg.wa.gov/billsummary?BillNumber=1187&amp;Year=2025&amp;Initiative=False">HB 1187</a>) and ensures providers of service contracts (like extended warranties or add-on protections to consumer goods) have the financial backing to actually pay out claims (<a href="https://app.leg.wa.gov/billsummary?BillNumber=1006&amp;Year=2025&amp;Initiative=False">HB 1006</a>).I’ve also spent 16 years leading the fight to stop the expansion of payday lending and other loans that trap Washingtonians in cycles of debt with predatory interest rates and unfair fees.I am committed to preventing mortgage lending fraud. In 2021 I made sure my bill to fund the Mortgage Lending Fraud Prosecution Account (<a href="https://app.leg.wa.gov/billsummary?billnumber=1104&amp;year=2021" target="_blank" rel="noopener noreferrer">HB 1104)</a> was signed into law, because homeownership is one of the most important ways families build wealth and stability. It strengthens communities and is a pillar of a strong democracy, and I believe buying a home should be a positive step forward—not a financial risk.

I’ve spent my career strengthening citizens’ rights against predatory corporate practices, because I believe consumer protections must always come first. From improving transparency and accountability to standing up to unfair lending and corporate abuse, I’ve worked to ensure Washingtonians are treated fairly and protected every step of the way.

Consumer Protection

Throughout my career, I have been grounded by my family and the perspectives I have gained as a mother to three children. I understand the need to protect pregnant folks' ability to make their own medical decisions and prevent the overreach of politicians making those decisions for us.In the most recent legislative session, I passed a bill (<a href="https://app.leg.wa.gov/billsummary/?BillNumber=1215&amp;Chamber=House&amp;Year=2025" target="_blank" rel="noopener noreferrer">HB 1215</a>) that protects pregnant people's medical decisions and removes barriers for end-of-life care.I've also utilized my leadership in the state legislature to encourage support for bills like <a href="https://app.leg.wa.gov/billsummary?BillNumber=1333&amp;Year=2026" target="_blank" rel="noopener noreferrer">HB 1333,</a> which preserves the dignity of parents who go through the unimaginable loss of a pregnancy. This new law repeals the antiquated “concealing birth” statute and limits coroners’ jurisdiction over infant deaths to cases involving violence or unlawful circumstances.

I have a proven track record of protecting reproductive rights, because these medical decisions should be made between patients and their doctors, not politicians or government officials.

Reproductive Rights

I have fought, at every level of government, to strengthen accountability and justice in our criminal justice system. My 2016 bill (<a href="https://app.leg.wa.gov/billsummary?BillNumber=2908&amp;Year=2015" target="_blank" rel="noopener noreferrer">HB 2908</a>) creating the Deadly Force Accountability Task Force, which became law, strengthens oversight of law enforcement's use of deadly force and regulates how officers are held accountable while maintaining public safety.One of my proudest legislative achievements is the passage and signing of my Deterring the Theft of Catalytic Converters bill (<a href="https://app.leg.wa.gov/BillSummary/?BillNumber=2153&amp;Year=2023&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 2153</a>). I recognized the urgent need to protect our community from the vandalism and financial burden caused by these thefts and worked tirelessly to ensure this bill became law.I have also worked to increase protections for victims of hate crimes and gender-based violence. In the 2026 session, I sponsored the Clarifying A Hate Crime Offense bill (<a href="https://app.leg.wa.gov/billsummary?BillNumber=1052&amp;Year=2025&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 1052</a>), which makes clear that a crime can be considered a hate crime if it is motivated in whole or in part by bias and ensures that perpetrators are held accountable and victims receive justice. Last year, I co-sponsored <a href="https://app.leg.wa.gov/billsummary?BillNumber=1484&amp;Year=2025&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 1484</a> to impose stronger sentences for rapes that result in pregnancies, protect survivors, and reaffirm our commitment to dignity and fairness.

As a city council member and mayor, I witnessed firsthand the importance of community policing and believe that, even amid complex challenges, we must prioritize both public safety and accountability in law enforcement.

Community Safety

I know that for too many Washington families, the cost of living is rising faster than their paychecks. From housing and childcare to everyday essentials, people are feeling squeezed. That’s why I’ve made affordability a core focus of my work, fighting for policies that lower costs, strengthen financial stability, and help families take part in the growing economy across our state.In the legislature, I have voted to reduce the rising costs of rent and keep housing within reach for working families, while my opponent has supported policies that would raise monthly housing costs. I have been a leader in making sure our state budgets put working families first, prioritizing affordability, protecting essential services, and ensuring that everyday Washingtonians, not special interests, are at the center of our decisions.I’ve been an outspoken voice to take on the rising prices of everyday costs, including stronger consumer protections to crack down on hidden fees and predatory practices. In the 2026 legislative session, I introduced and helped pass <a href="https://app.leg.wa.gov/billsummary?BillNumber=1187&amp;Year=2025&amp;Initiative=False" target="_blank" rel="noopener noreferrer">HB 1187</a>, which protects individuals from receiving surprise ambulance charges and mandates transparency in the billing process. I also voted in favor of <a href="http://lawfilesext.leg.wa.gov/biennium/2025-26/Pdf/Bill%20Reports/House/1903%20HBA%20ENVI%2025.pdf?q=20260404125338">HB 1903</a> that establishes a statewide low-income energy assistance program. I believe affordability is about more than just cutting costs, it’s about building an economy that works for everyone. I’ve supported policies to raise wages, invest in public infrastructure, and expand access to reliable transportation and quality public services. Because when we invest in people, we build stronger communities and a more stable future for Washington families.
