Cindy received a Bachelor of Science in microbiology and an MBA in operations management from the University of Washington, Seattle.</p><p>Cindy chairs the Technology, Economic Development and Veterans Committee, with jurisdiction over AI, tourism, under-represented communities, disaster preparedness and response, community resilience, broadband, and telecommunications. She also serves on Appropriations and Consumer Protection &amp; Business committees.</p><h5>Breaking Barriers and Leading the Charge</h5><p>While a Shoreline City Councilmember, Cindy served as Mayor, becoming the first Korean American woman mayor in America. In Shoreline, she served as President of both the Shoreline Chamber of Commerce and its Dollars For Scholars Chapter, helped improve numerous public parks, build its first City Hall and create Shoreline’s Green Business Program. In 2024-2025, Cindy served as President of Pacific Northwest Economic Region, bringing policy makers and industry together from 5 northwest states and 5 western Canadian provinces and territories.</p>

<p>Public education shaped my life. My parents came to Washington from South Korea seeking stability and the promise of a quality education for their children, an opportunity I was proud to receive through our public schools. Now, as a parent of children who attended Edmonds and Shoreline schools, I’m committed to making sure every student has that same chance.</p><p>I have been a consistent champion for fully funding public education in Washington, recognizing that strong schools are the <strong>foundation of opportunity for every child </strong>and a valuable took for <strong>upward socioeconomic mobility</strong>. Throughout my time in the legislature, I have supported investments that <strong>reduce class sizes, expand access to early learning, and ensure schools have the resources they need to serve every student.</strong></p><p>I believe that <strong>paying teachers and school staff fair wages with strong benefits </strong>not only <strong>respects their profession</strong> but also creates a <strong>stable, supportive classroom environment</strong> where students can thrive. By investing in our educators, I will continue to work to ensure every school is staffed with <strong>experienced, dedicated professionals </strong>who help every student reach their <strong>full potential</strong>.</p><p>This session, I cosponsored legislation that establishes a dedicated “Pre-K Promise Account,” helping <strong>expand and sustain funding for early childhood education programs</strong> serving Washington’s youngest learners. I also voted in favor of <a href="https://app.leg.wa.gov/billsummary?BillNumber=2594&amp;Year=2026&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 2594</a>, which ensures that unhoused children in Washington have <strong>equal access to free, high-quality public education</strong>.</p><p>I believe that access to a fully funded and fully staffed public education system is the <strong>right of all students</strong>, <strong>regardless of income, background, or ZIP code</strong>. Every child deserves a chance to succeed and I will keep raising my voice in the Senate to make sure our public schools <strong>deliver that promise</strong>.</p>

<p>I’ve spent my career fighting for <span style="color: var(--color-text-accent-primary); text-decoration-color: var(--color-text-accent-primary);"><strong>fully funded public schools</strong></span>, because I believe every child deserves a <span style="color: var(--color-text-accent-primary); text-decoration-color: var(--color-text-accent-primary);"><strong>high-quality education</strong></span>. From supporting smaller class sizes and early learning programs to paying teachers and staff fairly, <strong>I’ve worked to ensure every student has the resources and opportunities they need to succeed</strong>.</p>

<p>I’m proud to have served as <strong>Chair of the Housing Committee</strong> in the Washington State House of Representatives from 2015 through 2018. I believe <strong>homeownership is a key part of the American Dream</strong>, and that <strong>everyone</strong> in our state deserves access to <strong>safe, affordable housing</strong>.</p><p>At the same time, <strong>we must protect renters</strong>. That’s why I supported legislation to cap rent increases at 7% per year—providing stability for working families. <strong><u>My opponent, Jesse Salomon, voted to allow rent hikes of up to 10% a year</u></strong>, a difference that could mean <strong>hundreds or even thousands of dollars more per year for renters!</strong></p><p>In 2021, I introduced and helped pass <a href="https://app.leg.wa.gov/billsummary?BillNumber=1070&amp;Year=2021&amp;Initiative=False" target="_blank" rel="noopener noreferrer">HB 1070</a>, a law that allows local governments to<strong> quickly purchase existing buildings and convert them into affordable housing.</strong> This created a faster, more efficient way to <strong>expand housing options without raising taxes.</strong></p><p>In 2018, I introduced <a href="https://app.leg.wa.gov/billsummary?BillNumber=2711&amp;Year=2017&amp;Initiative=False" target="_blank" rel="noopener noreferrer">HB 2711</a> to <strong>increase housing supply</strong> by <strong>reducing development barriers</strong>, <strong>lowering costs</strong>, and encouraging<strong> faster construction</strong> in targeted areas.</p><p>I also introduced <a href="https://app.leg.wa.gov/billsummary?BillNumber=1834&amp;Year=2019" target="_blank" rel="noopener noreferrer">HB 1834</a> to <strong>expand access to homeownership</strong>, especially for <strong>first-time buyers</strong>. This bill helped lay the foundation for today’s <strong>down payment assistance programs</strong> and a stronger focus on <strong>helping families build wealth through homeownership</strong>.</p>

<p>Some of my top priorities are <span style="color: var(--color-text-accent-primary); text-decoration-color: var(--color-text-accent-primary);"><strong>expanding access to safe, affordable housing</strong></span> for all Washington families, <strong>supporting rent caps</strong>, creating <strong>first-time homebuyer programs</strong>, and <strong>speeding up construction</strong>. My leadership has focused on making homeownership and stable housing <strong>a reality for working families.</strong></p>

<h2>Housing</h2>

<p>I am proud to have helped Washington and the 32nd Legislative District focus on equity, treating it as a core value rather than a four-letter word. Social justice is a principle that Washingtonians hold dear, and one that I have championed throughout my career. As an immigrant myself, I understand the importance of lifting the collective voice of communities that have historically been excluded from decision-making. The effects of institutionalized racism are still felt across this state and I have worked tirelessly to create opportunities and improve the lives of all residents, regardless of skin color or income, so that we can all rise together.</p><p>I was a cosponsor of the <strong>Historic Covenant Homeownership Expansion</strong> bill (HB 1696), a law that addresses racial disparities in homeownership among BIPOC communities. Signed in April 2025, this law provides <strong>down payment and closing cost assistance,</strong> especially to those affected by <strong>historically discriminatory housing laws</strong>. It<strong> </strong>also creates programs that allow some <strong>lower income families </strong>to have their <strong>home loans fully forgiven</strong> after 5 years - helping increase familial wealth and increase <strong>equitable homeownership</strong>.</p><p>I served as chairperson overseeing the passage of the <strong>Community Reinvestment Act</strong> (<a href="https://app.leg.wa.gov/billsummary?BillNumber=2523&amp;Year=2025&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 2523</a>), guiding it through both policy and appropriation committees and onto the House floor. Gov. Ferguson signed this bill into law, allocating <strong>$50 million</strong> for community based non-profits to <strong>increase employment pathways, provide mentorship and counseling, and reduce correctional recidivism.</strong></p><p></p>

<p>I’ve dedicated my career to <strong>advancing equity and opportunity</strong> in Washington, empowering communities that have long been left out and ensuring <strong>every resident  has the tools to succeed.</strong></p>

<p>In the state legislature, <strong>I co-sponsored the Clean Fuels Act </strong>(<a href="http://app.leg.wa.gov/billsummary?Year=2021&amp;BillNumber=1091#:~:text=HB%201091%20-%202021-22,carbon%20intensity%20of%20transportation%20fuel." target="_blank" rel="noopener noreferrer">HB 1091</a>) and supported the package of bills that constituted the <strong>Climate Commitment Act </strong>(CCA). The CCA establishes a <strong>cap on greenhouse gas emissions</strong> and drives reductions toward <strong>a 95% decrease</strong> by 2050.</p><p>I also advocated for legislation (<a href="https://app.leg.wa.gov/billsummary?BillNumber=1924&amp;Year=2023&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 1924</a>) to <strong>integrate fusion energy into our State Energy Strategy</strong> to reduce our state's carbon emissions and <strong>increase the stability of our power grid.</strong> </p><p>As Mayor of Shoreline, I led the city in becoming the <strong>first to implement green garbage and compost pickup</strong>. I also launched a green business program that included <strong>compost services, reducing harmful waste, protecting the environment</strong>, and saving utility payers from steep increases in solid waste fees.</p><p>I also led the effort to implement complete street designs that combine <strong>roadway safety with city beautification</strong> while addressing the <strong>environmental impacts</strong> <strong>of</strong> <strong>roadway traffic and sewage</strong>.</p><p></p><p></p><p></p>

<p>We must <span style="color: var(--color-text-accent-primary); text-decoration-color: var(--color-text-accent-primary);"><strong>protect our planet</strong></span> from climate change and safeguard the <strong>future for generations</strong> to come. I am committed to advancing <strong>renewable energy</strong> and <strong>growing Washington’s workforce</strong> in the green energy sector. </p>

FairVote WA Democracy Canvass: Cindy Ryu and Nilu Jenks

<p>I have been a lifelong advocate of <strong>strengthening citizens’ rights against predatory corporate practices</strong>. In recent legislative sessions, I championed legislation signed into law that protects consumers from <strong>unclear and delayed ambulance billing</strong> (<a href="https://app.leg.wa.gov/billsummary?BillNumber=1187&amp;Year=2025&amp;Initiative=False">HB 1187</a>) and ensures providers of service contracts (like extended warranties or add-on protections to consumer goods) have the financial backing to <strong>actually pay out claims</strong> (<a href="https://app.leg.wa.gov/billsummary?BillNumber=1006&amp;Year=2025&amp;Initiative=False">HB 1006</a>).</p><p>I’ve also spent 16 years leading the fight to <strong>stop the expansion of payday lending</strong> and other loans that <strong>trap Washingtonians in cycles of debt</strong> with predatory interest rates and unfair fees.</p><p>I am committed to <strong>preventing mortgage lending fraud</strong>. In 2021 I made sure my bill to fund the Mortgage Lending Fraud Prosecution Account (<a href="https://app.leg.wa.gov/billsummary?billnumber=1104&amp;year=2021" target="_blank" rel="noopener noreferrer">HB 1104)</a> was signed into law, because <strong>homeownership is one of the most important ways families build wealth and stability.</strong> It strengthens communities and is a pillar of a <strong>strong democracy</strong>, and I believe buying a home should be a <strong>positive step forward</strong>—not a financial risk.</p>

<p>I am the current Chair of the Economic Development, Technology, and Veterans' Affairs Committee and have been a lifelong supporter of Washington's small businesses. I understand that <strong>thriving small businesses are the backbone of our local economies</strong>, creating jobs, strengthening neighborhoods, and keeping our communities vibrant.</p><p>Early in my career, I introduced <a href="https://app.leg.wa.gov/billsummary?BillNumber=1916&amp;Year=2011&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 1916</a>, which was passed <strong><u>unanimously in the House and Senate</u></strong>, to help small businesses compete on a larger scale and export goods nationally and internationally.</p><p>In 2023, I introduced <a href="https://app.leg.wa.gov/billsummary?BillNumber=1258&amp;Initiative=false&amp;Year=2023">HB 1258</a>, which also <strong><u>passed the House and Senate unanimously.</u></strong> This law invests tax dollars collected from restaurants, car rentals and lodging into state tourism. In return, <strong>this increased advertising helps drive business toward these same establishments, growing jobs and stimulating our local economies.</strong></p><p>I have utilized my leadership positions in the State House to make sure we <strong>invest in our communities' small businesses </strong>and I've led efforts to <strong>break down barriers for women, people of color, and other marginalized communities to start their own businesses.</strong></p><p>In 2026, I voted for the millionaires tax, which will <strong>double the Small Business Tax Credit</strong> and <strong>expand the Working Families Tax Credit.</strong></p><p>In the State Senate, I will make sure our government helps small businesses succeed by <strong>providing tax credits</strong>, <strong>trade opportunities</strong>, and <strong>community investment</strong> without&nbsp;compromising&nbsp;on <strong>consumer and worker protections</strong>.</p>

<h2>Supporting Small Businesses</h2>

<p><strong>Throughout my career, I have been grounded by my family and the perspectives I have gained as a mother to three children. I understand the need to protect pregnant folks' ability to make their own medical decisions and prevent the overreach of politicians making those decisions for us.</strong></p><p><strong>In the most recent legislative session, I passed a bill (</strong><a href="https://app.leg.wa.gov/billsummary/?BillNumber=1215&amp;Chamber=House&amp;Year=2025" target="_blank" rel="noopener noreferrer"><strong>HB 1215</strong></a><strong>) that protects pregnant people's medical decisions and removes barriers for end-of-life care.</strong></p><p><strong>I've also utilized my leadership in the state legislature to encourage support for bills like </strong><a href="https://app.leg.wa.gov/billsummary?BillNumber=1333&amp;Year=2026" target="_blank" rel="noopener noreferrer"><strong>HB 1333,</strong></a><strong> which preserves the dignity of parents who go through the unimaginable loss of a pregnancy. This new law repeals the antiquated “concealing birth” statute and limits coroners’ jurisdiction over infant deaths to cases involving violence or unlawful circumstances.</strong></p>

<p>I'm a proud advoacate of <span style="color: var(--color-text-accent-primary); text-decoration-color: var(--color-text-accent-primary);"><strong>protecting reproductive rights</strong></span>, because these medical decisions should be made between patients and their doctors, <span style="color: var(--color-text-accent-primary); text-decoration-color: var(--color-text-accent-primary);"><strong>not politicians or government officials.</strong></span></p>

<h2>Reproductive Rights</h2>

<p>I have fought, at every level of government, to strengthen accountability and justice in our criminal justice system. My 2016 bill (<span style="color: var(--color-text); text-decoration-color: var(--color-text);"><a href="https://app.leg.wa.gov/billsummary?BillNumber=2908&amp;Year=2015" target="_blank" rel="noopener noreferrer">HB 2908</a></span>) creating the <strong>Deadly Force Accountability Task Force</strong>, which became law, strengthens oversight of law enforcement's use of deadly force and regulates how officers are held accountable while maintaining public safety.</p><p>One of my proudest legislative achievements is the passage and signing of my <strong>Deterring the Theft of Catalytic Converters</strong> bill (<a href="https://app.leg.wa.gov/BillSummary/?BillNumber=2153&amp;Year=2023&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 2153</a>). I recognized the urgent need to protect our community from the vandalism and financial burden caused by these thefts and worked tirelessly to ensure this bill became law.</p><p>I have also worked to increase protections for victims of hate crimes and gender-based violence. In the 2026 session, I sponsored the <strong>Clarifying A Hate Crime Offense bill</strong> (<a href="https://app.leg.wa.gov/billsummary?BillNumber=1052&amp;Year=2025&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 1052</a>), which makes clear that a crime can be considered a hate crime if it is motivated in whole or in part by bias and ensures that perpetrators are held accountable and victims receive justice.</p><p>Last year, I co-sponsored <a href="https://app.leg.wa.gov/billsummary?BillNumber=1484&amp;Year=2025&amp;Initiative=false" target="_blank" rel="noopener noreferrer">HB 1484</a> to impose <strong>stronger sentences for rapes that result in pregnancies</strong>, protect survivors, and reaffirm our commitment to dignity and fairness.</p>

<p>As a city council member and mayor, I witnessed firsthand the importance of <span style="color: var(--color-text-accent-primary); text-decoration-color: var(--color-text-accent-primary);"><strong style="color: var(--color-text-accent-primary); text-decoration-color: var(--color-text-accent-primary);">community policing</strong></span> and believe that, even amid complex challenges, we must prioritize both <strong>public safety</strong> and <strong>accountability in law enforcement</strong>.</p>

<p>The increasing costs of essential services, including healthcare, childcare, and transportation, are <strong>straining families across our district. </strong></p><p>I will work to expand healthcare access and affordability, including advancing a <strong>statewide healthcare-for-all program</strong> to reduce costs for consumers and <strong>strengthen our ability to provide low-cost care and prescriptions.</strong> </p><p>I will also prioritize expanding access to affordable, high-quality childcare by <strong>increasing provider support</strong>, <strong>addressing workforce shortages</strong>, and <strong>ensuring families are not forced to choose between earning a paycheck and caring for their children</strong>. </p><p>I am committed to investing in <strong>reliable and affordable transportation</strong> options, including public transit and infrastructure improvements, so residents can <strong>more easily access jobs, education, and essential services</strong> without the burden of rising commuting costs. </p><p>And of course, I will continue to <strong>increase consumer protections</strong> and keep fraudsters from taking hard-earned money from our <strong>working families and retirees</strong>.&nbsp;</p>
